MSC extends piracy and Suez surcharges across Mediterranean

MSC will extend its Piracy Risk Surcharge and Suez Canal Surcharge to all remaining Mediterranean and Black Sea ports. The wider scope covers the West Mediterranean, East Mediterranean, Adriatic, North Africa and Black Sea regions. It applies to cargo moving from Asia. MSC previously introduced the surcharges for selected East Mediterranean and Black Sea ports in September. Maersk confirms Rotterdam rail constraints through June 2027

Maersk has confirmed that reduced rail capacity at APM Terminals Maasvlakte II in Rotterdam will continue until the end of June 2027. The constraints are linked to the terminal’s ongoing expansion works. Maersk had previously advised customers that reduced rail availability would continue until January 2027. Customers should expect limited rail capacity throughout the extended period. Maersk said it is working with affected shippers to identify suitable transport arrangements for individual cargo flows.

The Surface Transportation Board is signaling that state and local restrictions on rail customers’ facilities may face greater scrutiny under federal law, issuing a sweeping policy statement that questions aspects of earlier agency decisions involving privately owned terminals and other rail-served projects. The statement, which becomes final Nov. 9, also lays out arguments for treating government or private efforts to take exclusive possession of railroad rights-of-way as categorically preempted — potentially avoiding a detailed inquiry into how each taking would affect train operations. The document essentially serves as a consolidation of existing law, and suggests potentially stronger federal protection for rail infrastructure and access to freight service, while stopping short of binding decisions or a blanket exemption from state and local oversight. “The Board is not making any binding determinations in this policy statement,” the agency says.
