A frank national conversation — informed by experts and Parliament, not conducted behind closed doors — is essential. Australians should be able to weigh the benefits of alliance cooperation against the potential for strategic entanglement. This does not mean unilateralism or abandoning longstanding partnerships. Rather, it argues for a balanced approach: firm in our commitments where necessary, cautious where the risks to national interests are unclear, and clear-eyed about the trade-offs. It also means investing in resilience — diversifying trade links, strengthening regional diplomacy, and ensuring our defence posture is credible but proportionate. Kevin Rudd’s call to put the security of our people first is a useful prompt. The government must outline how it intends to navigate the rising tension between great powers so ordinary Australians can understand the stakes. The alternative — muddling through without public scrutiny — risks leaving the nation exposed to decisions made for us rather than by us.

Ordinary Australians expect that when life goes wrong, they can contact help. When a major mobile network buckles, the first consequence is frustration; the next is risk to lives. Modern life runs on connectivity. People ring emergency services not only for car crashes or medical emergencies, but to summon help for elderly relatives, lone parents, injured workers, and people in remote or difficult circumstances. Mobile networks have become a primary conduit to public safety. That dependency imposes a public duty on telecommunications providers: to build systems resilient enough that outages do not translate into danger. The immediate lesson is operational. Telcos must ensure reliable fail-safes and that emergency call routing works even in partial network collapse. Regulators should press for transparent post-incident reporting so the public understands what went wrong and how similar failures will be prevented. Governments, at state and federal levels, need to know whether current regulatory levers are adequate — whether penalties, mandatory redundancy standards or performance obligations are needed to protect callers. But technical fixes alone won’t be enough. There is a civic responsibility, too. Emergency services and health providers need contingency plans that assume communications will intermittently fail. The dozens of welfare checks carried out by Victoria Police were a necessary immediate response, but they are a blunt, resource-intensive substitute for reliable communications. For many people the outage will be a brief irritation. For others — those reliant on telecare, oxygen monitors, disability supports or remote caretaking arrangements — it could have been life-threatening. That asymmetry should shape policy. Regulators and providers must prioritise the reliability of services that underpin safety over commercial considerations of cost and competition. Finally, transparency matters. After an outage, the public deserves clear, timely information about the scale of the failure, which services were affected, and what steps are being taken. Sweeping denial and vague commitments to “improve” are not enough. Communities need assurance that measures will be implemented and that businesses responsible for critical infrastructure will be held to account. Connectivity is a modern utility. When it fails us in moments that threaten safety, we must treat it with the seriousness of any other essential public service — and act so the next outage is less about frustration and more about resilience.
