As China rises, Australia must soberly weigh alliance risks and responsibilities

Kevin Rudd’s warning that "physical security matters" is a reminder of a hard truth: Australia faces a shifting strategic environment as China rises. Experts now caution that our alliance with the United States could draw Australia, however unwillingly, into confrontation with Beijing. This is not a theoretical debate; it matters to ordinary Australians in their jobs, their wallets, and their peace of mind. Alliances deliver security advantages. They provide deterrence, intelligence sharing and access to advanced capabilities that a middle-power could not sustain alone. But alliances are not cost-free. Where an ally’s strategic competition with a major power escalates, supporting actions — basing rights, logistics, intelligence cooperation — can have second-order consequences for trade, supply chains and national vulnerability. That is the concern experts expressed: that Australia might be used in ways that increase the likelihood of being drawn into a conflict we did not choose. For everyday Australians this could mean disrupted trade routes, higher prices for imported goods, risks to Australian ships and exports, and the unsettling prospect of our forces or territory becoming targets in a larger confrontation. The question we must ask ourselves is not whether to be friends with America — that is settled in politics and public memory — but how to manage the relationship so it protects, rather than jeopardises, Australian interests. Strategic clarity is required from our leaders. They must explain how decisions about hosting facilities, deploying forces or participating in military operations line up with a sober assessment of national risk and benefit. Public debate matters here. These are decisions with real domestic consequences. They affect the safety of service personnel, the stability of jobs connected to trade and shipping, and the cost of living if supply chains are disrupted. A frank national conversation — informed by experts and Parliament, not conducted behind closed doors — is essential. Australians should be able to weigh the benefits of alliance cooperation against the potential for strategic entanglement. This does not mean unilateralism or abandoning longstanding partnerships. Rather, it argues for a balanced approach: firm in our commitments where necessary, cautious where the risks to national interests are unclear, and clear-eyed about the trade-offs. It also means investing in resilience — diversifying trade links, strengthening regional diplomacy, and ensuring our defence posture is credible but proportionate. Kevin Rudd’s call to put the security of our people first is a useful prompt. The government must outline how it intends to navigate the rising tension between great powers so ordinary Australians can understand the stakes. The alternative — muddling through without public scrutiny — risks leaving the nation exposed to decisions made for us rather than by us.

Last weekend’s Optus outage — which left dozens of callers struggling to reach emergency services — was more than an inconvenience. Victoria Police conducted dozens of welfare checks after the disruption, and Victoria’s health minister called the failure “incredibly disappointing and unacceptable”. Ordinary Australians expect that when life goes wrong, they can contact help. When a major mobile network buckles, the first consequence is frustration; the next is risk to lives. Modern life runs on connectivity. People ring emergency services not only for car crashes or medical emergencies, but to summon help for elderly relatives, lone parents, injured workers, and people in remote or difficult circumstances. Mobile networks have become a primary conduit to public safety. That dependency imposes a public duty on telecommunications providers: to build systems resilient enough that outages do not translate into danger. The immediate lesson is operational. Telcos must ensure reliable fail-safes and that emergency call routing works even in partial network collapse. Regulators should press for transparent post-incident reporting so the public understands what went wrong and how similar failures will be prevented. Governments, at state and federal levels, need to know whether current regulatory levers are adequate — whether penalties, mandatory redundancy standards or performance obligations are needed to protect callers. But technical fixes alone won’t be enough. There is a civic responsibility, too. Emergency services and health providers need contingency plans that assume communications will intermittently fail. The dozens of welfare checks carried out by Victoria Police were a necessary immediate response, but they are a blunt, resource-intensive substitute for reliable communications. Investing in community-level preparations — local contact plans, public awareness about backup contact options, and ensuring vulnerable people have alternative ways to summon help — will blunt the worst effects of future outages. For many people the outage will be a brief irritation. For others — those reliant on telecare, oxygen monitors, disability supports or remote caretaking arrangements — it could have been life-threatening. That asymmetry should shape policy. Regulators and providers must prioritise the reliability of services that underpin safety over commercial considerations of cost and competition. Finally, transparency matters. After an outage, the public deserves clear, timely information about the scale of the failure, which services were affected, and what steps are being taken. Sweeping denial and vague commitments to “improve” are not enough. Communities need assurance that measures will be implemented and that businesses responsible for critical infrastructure will be held to account. Connectivity is a modern utility. When it fails us in moments that threaten safety, we must treat it with the seriousness of any other essential public service — and act so the next outage is less about frustration and more about resilience.
