Norway keeps current sea shipment procedures as Digitoll rules take effect

Norwegian Customs will introduce new digital reporting requirements under the country’s Digitoll system on 15 September 2026. However, Hapag-Lloyd said the changes will have no immediate practical impact on customers shipping cargo by sea to Norway. Current reporting process remains in place The new requirements concern the digital fulfilment of Norway’s reporting and information obligations, known as melde- og opplysningsplikten. Hapag-Lloyd and its feeder operators are prepared for the new framework. However, the updated version of SafeSeaNet Norway, which will support the requirements, is not yet fully operational.
