Maersk tightens EU cargo loading rules and restricts SOC exports from Hungary

Maersk has announced two operational changes affecting cargo moving through the European Union and exports from Hungary. The carrier will introduce a “No MRN, No Load” policy from 30 September 2026 for cargo subject to EU Import Control System 2 (ICS2) requirements. Separately, Maersk has stopped accepting selected Shipper Owned Container (SOC) bookings from Hungary using its inland network. Maersk introduces ‘No MRN, No Load’ policy The new policy applies to cargo requiring an ICS2 Entry Summary Declaration when entering or transiting through the European Union. A valid Movement Reference Number (MRN) must be received from the EU Customs system before cargo can be confirmed for loading.
